Job openings and hires measure different things

The JOLTS report regularly publishes both job openings and hires. It may seem logical that a large number of vacancies should automatically produce more hiring, but the two series do not have to move together.

They measure different stages of the hiring process. Job openings show positions that remain unfilled at the end of the month, while hires record how many people were actually added to payroll during the entire reference month. One represents unmet labor demand; the other represents completed hiring activity.

What qualifies as a job opening in JOLTS?

A position is not counted as a JOLTS opening merely because an advertisement appears online. There must be work available, the job must be able to start within 30 days, and the employer must be actively recruiting workers from outside the establishment.

Active recruiting can include advertising, accepting applications, interviewing candidates, contacting employment agencies and using other channels to find workers. JOLTS openings therefore represent genuine positions employers are attempting to fill rather than a simple count of online advertisements.

Why can openings remain high while hiring stays weak?

A high level of openings only tells us that employers still have unfilled positions. It does not show how quickly those positions will be filled.

One possibility is a mismatch between the skills, experience or location required by employers and what available workers can offer. Another possibility is that firms still want additional staff but have become more cautious about labor costs, future demand or the economic outlook, causing the recruitment process to take longer.

Therefore, a wide gap between openings and hires suggests distance between stated labor demand and actual worker inflows, but it does not identify a single cause. Matching frictions, geography, pay conditions and employer caution can all contribute.

Openings are a stock; hires are a flow

There is also an important statistical difference. JOLTS measures job openings on the last business day of the reference month, while hires cover all additions to payroll during the entire month.

Openings are therefore similar to a snapshot taken at month-end, while hires measure activity accumulated over a period of time. Because the reference periods differ, an increase in openings does not imply that hires must rise by a comparable amount.

What else should you examine when openings are high but hiring is weak?

If the divergence lasts only one or two months, timing, industry composition or ordinary data volatility may be involved. If openings remain elevated while the hiring rate stays weak for a longer period, it becomes more useful to ask whether firms are slowing the pace of actual workforce expansion.

The quits rate adds another layer. If hiring cools while workers also become less likely to quit voluntarily, overall labor-market mobility may be slowing. In that environment, a high openings count by itself can overstate how active the labor market really is.

Labor mobility can also be considered alongside wage pressure. See Why Slower Wage Growth Can Make Gold Markets Reassess Rates.

Why does this divergence matter to precious-metals markets?

Investors should not treat a large number of vacancies as automatic proof that labor demand remains exceptionally strong. Openings show how many positions employers are still trying to fill, while hires show how much of that demand is actually turning into new employees.

If openings remain high but hiring, quits and other employment measures cool, markets may reassess labor demand, wage pressure, economic growth and the future interest-rate path. Gold generally reacts not to one JOLTS number in isolation, but to whether the complete data set changes the market's previous macroeconomic view.

A more useful approach is therefore to compare openings, hires, quits and layoffs together. For a broader framework on how economic releases feed through expectations and rates into precious metals, see Precious Metals Trading: A Framework for High-Frequency Economic Data.
